Unclear why the reviewer wrote "Unable to download the Bigloo compiler for Ubuntu".
The Bigloo page makes clear what to do:

  Ubuntu package:

  To access the Ubuntu Bigloo packages, add the following the /etc/apt/sources.list file:
  deb ftp://ftp-sop.inria.fr/indes/fp/Hop/ubuntu precise hop

As the reviewer notes, there is also a Windows version. Unclear why this wasn't tried
within the 30 minute window.
