Minutes of The Task Force on Faculty Governance

June 5, 2002

Attending: Nancy Amstrong, Russell Church, Anne Fausto-Sterling, Richard Fishman, Peter Gromet, John Savage, Rajiv Vohra, and Michael White.

We spent the bulk of our time reviewing the makeup of the faculty personnel committee that we had designed at our May 29 meeting whose responsibilites are shown below

Ensure excellence across all areas of knowledge
Reviews and approves departmental standards, criteria and procedures
Appointments, promotions, tenure
Advise on salaries and benefits
Advise on faculty retention and recruitment policies.
Monitor and promote faculty diversity

We agreed that of the above listed activities the most important are faculty appointment, promotion and tenure. After reviewing the experience of committee members serving on or reporting to CONFRAT, we decided that we needed one committee for this task, as described below.

Appointment, Promotion and Tenure (APT) Committee

Reponsibilities

Ensure excellence across all areas of knowledge
Make recommendations to the Provost concerning faculty appointments, promotions, tenure
Review and approve departmental standards, criteria and procedures

Membership
- Four non-voting academic administrators (Deans of the Faculty, College, and Graduate School and Vice President for Biology and Medicine) and eight voting full professors
- Faculty should be representative of divisions and diversity
- Chair and Support
  - Chair will be a faculty member
  - An office, staff and budget are needed
  Our review of the other personnel tasks led us to propose the creation of a new Faculty Personnel Committee as described below.

Faculty Personnel Committee

Responsibilities
- Supervise periodic professional assessment of the competitiveness of faculty salaries, benefits and leaves
- Recommend policy concerning faculty salary, benefits and leaves
- Assess and advise on faculty retention and recruitment policies
- Assess and promote faculty diversity
- Membership
  - Six faculty members representative of distribution by division and rank

Support
An office, staff and budget are needed
Reporting
- The Committee will report to the Faculty and the Academic Priorities Committee

We accept the proposition that periodic reviews of faculty governance are needed. In particular, such reviews can help correct for any deficiencies that are discovered in the new structure that we are proposing.

We will meet from 3-5pm on the following Wednesdays: June 12, July 10, 17, 24, and 31 in the English Department.

At our next meeting we will examine the implementation of educational policy as well as discuss mechanisms for disseminating knowledge of our discussions and soliciting feedback.
