Ok, I love that the name I gave this has stuck with it because it's such
a horrible name.  I almost called it an Oracle but I thought that might
be over the line.
Anyway, this interface is still pretty vague.  Is the Genie filling in
all the missing pieces of the address and the coordinates?  Is it just
finding the coordinates?  What should it do if it can't find the address?
Should it put in the closest coordinates it can find?  So, if it knows
what city the event is in, it just puts in the coordinates of the city?
What if it can't even figure that much out?
I suppose that's why it's returns a bool.  It has the constitutional
power to veto an Event.  So that's good, but what's the threshold?
We need to nail down more precisely what the specifications are for the
Genie.
