The actual gocoder that this wraps around does the best it can when pieces
of the address are missing.  So, do we want to say that it's ok to
pass empty strings as some of the parameters here?  Or does everything have
to be filled in?  Similarly to the Genie, I think this Component lacks
a clear specification.
