Lars reviewing server init

I would like to echo Alex's comments here.  In doing these interface 
designs I think we have revised the way we envision the election data 
file being submitted to the server.  Our final interface designs should 
reflect this.  The interaction between the FileManager and the server 
may be complex here because of the nature of a c++/php interaction, 
though I do not know if this is the case.  However, this uncertainty is 
exactly why I think we need to nail down this interface which probably 
means learning exactly how it can be implemented.

Schedule wise I think having this complete by integration is totally 
fine.  There are no testing dependencies here, so I think the schedule 
is appropriate as is.
